 A la veille de la pandémie, nous étions nombreux à nous mobiliser contre ce que laissaient présager les travaux du gouvernement en matière d’enseignement et de recherche. Et c’est au cœur de cette période éprouvante que se sont concrétisées les menaces redoutées, notamment en matière de statut des enseignants-chercheurs et d’affaiblissement du cadre national de leur recrutement.
L’assemblée en générale (en ligne) de l’APAHAU en mars 2021 avait permis de réfléchir ensemble sur ces problèmes. Des discussions avait émergé la proposition de l’élaboration d’une « Charte des bonnes pratiques ».

Projet de loi de finance 2022
Nous avons lu le projet de loi de finance 2022 (PLF 2022), en attendant les « jaunes budgétaires », ces annexes détaillant la ventilation du budget, poste par poste, à paraître en octobre.
Comme chaque année, le stupéfiant dossier de presse du ministère présente des données chiffrées qui ne correspondent à aucune réalité budgétaire inscrite dans le projet de loi de finance lui-même.
Ainsi, il est annoncé cette année, en gros caractère, une hausse des effectifs de 650 postes (équivalents temps plein, ETPT). D’une part, le relèvement des plafonds d’emploi ne correspond pas à une hausse des effectifs lorsque le budget des établissements « autonomes » ne suit pas.
